Many places across the country have introduced policies to support the development of the electronic sports industry, forming corresponding supporting mechanisms among policies. Among them, Shanghai, Hainan, Xi'an, and Chongqing are the most prominent:
Shanghai

Yangpu District officially released the "23 Policies to Promote the Development of the Electronic Sports Industry" and the "35 Policies for the Development of the Film and Television Network Audio-visual Industry". Yangpu District has included electronic sports and film and television network audio-visual industries as key industries to support, providing headquarters economic policies to those that meet the headquarters conditions, subsidies for office space, operational support, listing rewards, talent subsidies, and five general business services. Supporting enterprises to list on the main board, GEM, SME board, and Sci-Tech Innovation board, with a maximum reward of 3.5 million yuan. Yangpu District has introduced a series of support policies to create an innovative cultural gathering place for the "Global Electronic Sports Capital" and the "Global Film and Television Creation Center" in Shanghai.
Yangpu District's "23 Policies for Electronic Sports" have introduced four special measures, focusing on both industry priorities and general benefits, accelerating the construction of an electronic sports industry gathering area based on top development, hosting electronic sports events at professional venues and universities, cultivating electronic sports talent based on industry-education collaboration, and providing business services to ensure the success of electronic sports. Key support is given to the development of the industrial chain in areas such as product development and operation, event organization, club management, venue operation, education and training, as well as related fields such as music, performing arts, film, derivative products, and cultural equipment.
Hainan

At the 2019 Global Electronic Sports Leaders Summit and Tencent Electronic Sports Annual Conference, Hainan Province announced the accelerated construction of the Hainan International Electronic Sports Port, and for the first time released 6 policies to support the development of the electronic sports industry in Hainan, known as the "Hai Six Policies".
The "Hai Six Policies" cover aspects such as funding subsidies, talent cultivation, tax reductions, event promotion, and event hosting. In terms of financial support, Hainan Ecological Software Park plans to establish a 1 billion yuan special fund for the electronic sports industry to support the development of electronic sports companies, providing up to 10 million yuan in special subsidies for large-scale event hosting; in terms of talent, the "Thousand People Plan for Hainan Electronic Sports Talent" has been launched to provide settlement and recommended admission to higher vocational education for outstanding electronic sports athletes and industry elites; in terms of taxation, it will gradually explore a zero tariff, low tax rate, and simple tax system under the background of China's characteristic free trade port, providing substantial rewards based on enterprise contributions.
Xi'an

In May 2017, Qujiang New District introduced a group of leading electronic sports industry enterprises represented by WE Professional Electronic Sports Club, Banana Game Media, and Quantum Sports VSPN, gathering the backbone of the industry and creating a leading effect of demonstration enterprises; it built the Quantum Morning Industrial Park and the Qujiang 369 Internet Entrepreneurship and Innovation Zone, two major electronic sports industry platforms, rapidly expanding the industry's carrying capacity and laying a solid foundation for explosive industry growth; it has successively hosted heavyweight events such as the "League of Legends" Demacia Cup, "Hearthstone" Golden Super League, "League of Legends" Global College Championship Finals, and "League of Legends" Music Festival and Awards Ceremony.
On January 29, 2018, Xi'an established the Creative Animation and Electronic Sports Industry Development Bureau, and in August 2018 issued the "Xi'an Electronic Sports Game Industry Development Plan (2018-2021)". Subsequently, as a key area for the development of the electronic sports industry in Xi'an, Qujiang New District introduced the "Several Policies to Support the Development of Electronic Sports Game Industry", establishing a 2 billion yuan industry development fund to support enterprises engaged in electronic sports, games, "culture + internet" related businesses. In March of this year, Xixian New District in Xi'an released several policies to support the development of the electronic sports game industry, proposing that electronic sports companies can receive annual rewards and subsidies totaling over 70 million yuan.

In 2019, the WCG World Electronic Sports Championship landed in Xi'an, with the Chinese team winning 10 gold medals, including 4 gold medals, ranking first in the medal standings; Qujiang New District in Xi'an will launch the "Qujiang New District Electronic Sports Industry Development Plan (2019-2030)", combined with the actual construction of the Quantum Morning Electronic Sports Industrial Park (including a 1,500-seat professional electronic sports arena), the WE Base (including a 1,000-seat professional electronic sports arena), and the planned construction of comprehensive venues with 3,000 seats and 10,000 seats, further improving the construction of electronic sports event venues. In the future, Qujiang New District will comprehensively promote the ecological, clustered, and cutting-edge development of the electronic sports industry, promote the establishment of the unique urban IP of "Xi'an Electronic Sports" and the development of emerging cultural industries.
Chongqing

Launched the first national electronic sports public service platform online in 2017 and built the first standardized electronic sports venue in the country.
In April 2017, Zhong County, Chongqing announced an investment of approximately 5 billion yuan to plan and build an electronic sports town; at the same time, Zhong County also signed a cooperation agreement with CMEG (National Mobile Electronic Sports Grand Finals) under the Datang Network, determining that the finals of the CMEG will be held in Zhong County for five consecutive sessions from 2017 to 2021.

On October 22, the Beibei District People's Government issued the "Chongqing Free Trade Zone Caijia Regional Industrial Development Plan (2018-2020)", planning to actively attract well-known game design and development companies, game service platforms, and promotion and distribution platforms from inside and outside the city to settle in the Caijia Free Trade Zone, develop a series of original online games, mobile games, TV games, etc., promote the development of electronic sports competitions, transactions, live broadcasts, and training.
